Notion A

Anyone who has both moral and professional competence is granted special admission;
Anyone who has moral but seldom professional competence is granted cultivation;
Anyone who has professional competence but seldom moral is limited;
Anyone who has neither moral nor professional competence is refused.

Notion B

Appoint people on their merits; make potentials to their best.

Notion C

Assign he who is capable; replace he who is mediocre; dismiss he who is inept.
